Modernizing Land Ownership: The Digital Transformation of the LRA by LARES
Land Registration Systems, Inc. (LARES) was established in April 2000 to design, develop, construct, and finance the Land Title Computerization Project (LTCP) of the Land Registration Authority (LRA).
Its shareholders include IL&FS Limited (ITL), a full-service technology solutions company offering consulting, software development, and IT facility management services to global clients. ITL is part of the IL&FS Group, a pioneer in infrastructure development and public-private partnership projects in India.
Through the LTCP, LARES has modernized the Philippine land titling system by creating a computerized database for the Registry of Deeds. The project involves computerizing 164 Registries of Deeds nationwide and scanning and encoding nearly 25 million Certificates of Titles—of which more than 21 million have already been digitized. The initiative also covers the computerization of the LRA’s main office and its Registries of Deeds across the country, resulting in one of the nation’s most comprehensive archiving systems for real property titles, now accessible online.
Today, thanks to LARES’ technology, the LRA can facilitate online property registration. This achievement is further strengthened by One Doc, Inc., another subsidiary of SAHI, which developed a USD 25 million advanced document management system to ensure accurate and efficient scanning and encoding of data.
