Strategic Alliance Holdings, Inc. is a pioneer of the Public-Private-Partnership (PPP) business model in the Philippines, where infrastructure projects are developed by the private sector in partnership with the government, financing agencies and communities.

SAHI is a well-respected PPP-oriented corporation with business interests in the development of Roads and Bridges, Tollways and Skyways, Computerization and Information Technology, Medical Facilities, as well as Mining and Agricultural Development. We believe that the proper development and implementation of projects for various government agencies play a key role in national development and encourage progressive growth in both the public and private sectors.

DR. CEZAR T. QUIAMBAO, PHD
(HONORIS CAUSA)

Dr. Cezar T. Quiambao is a man of humble beginnings, but with great vision. A Certified Public Accountant from the small town of Bayambang, Pangasinan, he is today credited as a pioneer of the Public-Private Partnership business model in the Philippines, having successfully launched several landmark projects for national development.

Quiambao started his career in the pharmaceutical industry as a financial and accountancy executive. He then joined the wood products industry in Indonesia and served as Executive Vice President of PT Green Timber Java from 1977 to 1982. In 1984, he ventured into the Indonesian construction industry, where he was involved in major projects up to 1993.

Quiambao came back to the Philippines in 1994 and stood at the forefront of Build-Operate-Own (BOO) and Build-Operate-Transfer (BOT) projects initiated by former President Fidel Ramos for Philippine national development.

He is responsible for the following milestone projects in partnership with the Philippine Government: the Metro Manila Skyway; the Star Tollway, a major highway connecting Metro Manila with the Southern Tagalog provinces; the computerization of the Land Transportation Office, the Land Registration Authority, the Philippine Housing Authority’s lending facility called the PAG-IBIG Fund, the Social Security System’s Unified Multi-Purpose Identification Card, and the first automated elections in the Philippines in the Autonomous Region of Muslim Mindanao.

He also participated in the building of the Second Vivekananda Bridge in New Delhi, India, and has been instrumental in the creation of the Guam Regional Medical City.

Dr. Quiambao is a member of Philippines, Inc., the Philippine Business for Social Progress, and the Management Association of the Philippines.

Committed to serving the government and the people, albeit in a private capacity, he continues to pursue his advocacy of utilizing the private sector to improve the delivery of government services to the people.
