ABOUT THE PROJECT

The STAR Tollway: A Key Expressway Linking Batangas to Southern Tagalog

The STAR Tollway, also known as the CALABARZON Expressway, is a four-lane expressway from the municipality of Sto. Tomas to Lipa in Batangas Province, and continues as a two-lane expressway from Lipa to Batangas City.

The tollway stretches 26 miles (42 kilometers), starting at the intersection of the Pan-Philippine or Maharlika Highway and the South Luzon Expressway in Sto. Tomas, Batangas, and runs southward near Diversion Road to Batangas City. Along the way, it passes through Malvar, Tanauan City, Lipa City, Ibaan, and Batangas City.

The STAR Tollway Projects I and II were funded by the Japan Bank for International Cooperation (JBIC) and the Japan International Cooperation Agency (JICA), and implemented under the Department of Public Works and Highways – Urban Roads Project Office (DPWH–URPO). Major partners in the project include Mr. Quiambao’s Strategic Alliance Development Corp. (STRADEC), J.H. Pajara Construction Corporation, William Uy Construction Corporation, Betonval Ready Concrete, Inc., Walter Bau-AG, Codes Consultants Inc., and J.F. Cancio & Associates.

The STAR Tollway is now under the supervision of the Toll Regulatory Board (TRB). It has successfully reduced travel time by half, opening opportunities for increased investment and tourism in the Southern Tagalog region.
